Program Overview
The Émile Boutmy Scholarship is Sciences Po's merit-based award for the best international students from outside the European Union who apply to Sciences Po for the first time, at bachelor's or master's level. At master's level it gives an exemption of 18,500 euros from tuition fees for each of the two years. At bachelor's level it gives either a total exemption or an exemption of 9,500 euros from tuition fees.
You ask for the scholarship inside your Sciences Po admission application, and you cannot apply for it after you are admitted. For master's programmes there are two scholarship deadlines: 18 October 2026 (first committee, results before 20 December) and 29 November 2026 (second committee, results before 2 March 2027). For the undergraduate programme, applicants from foreign secondary schools must apply by 13 January 2027, with results in April. The deadline shown on this page is the second master's committee. - First-time applicant to Sciences Po
- From a country outside the European Union, with a household that does not file taxes in the European Union
- Admitted to the undergraduate or master's programme
- Not eligible: Swiss and Norwegian applicants, and candidates with dual citizenship where one is an EU citizenship
- Not eligible: candidates from Quebec for the master's degree
- Not eligible: journalism master's candidates and most master's-level dual degree candidates; check the exceptions on the Sciences Po page

It varies by program and by your previous education. Some providers accept other English tests, and some waive the test if your earlier degree was taught in English. Check the official program requirements before you apply.
The official deadline is 11/29/2026. We highly recommend submitting your application at least a week prior to avoid server congestion.
Most universities allow you to apply with a "Hope Certificate" or provisional transcript if you are in your final semester, provided you graduate before the intake starts.
This varies by university. Many fully funded scholarships cover or waive application fees, but some may still require an initial processing fee. Refer to the official guidelines.
For PhD and some Master's programs, securing an acceptance letter from a professor is often mandatory. For undergraduate programs, it is usually not required.
